Objective of the assignment

The “Technical Assistance Facility (TAF) Space & Earth Observation” will support EU services in the design and implementation of the Directorate-General for International Partnerships´ (DG INTPA) projects/initiatives/programmes in the field of Space Technologies, and Earth Observation.

Required expertise

Key Expert 1, Team Leader Specialist in Space Data and Technologies
Duration 210 working days over 720 days
Expert’s category Cat. I (>12 years of experience)
Qualifications
  • Master’s degree (or equivalent) in international relations/development, Economics, Law any other discipline with specialisation in the areas related to space studies (e.g. space law, space and earth sciences, space/ground infrastructures, space applications, space skills and entrepreneurship, emerging space technologies and trends, space public and private services, specifically in the fields of Earth Observation, Global navigation and positioning, satellite-based augmentation systems and satellite telecommunications
   
Language skills
  • Excellent (CERF level C2 (Mastery or proficiency)) written and oral communication skills in English and French language
   
General professional experience
  • At least 12 years’ experience in the sector(s) related to the lot;
  • Relevant professional experience in formulation and/or implementation and/or evaluation of international cooperation policies, programmes and projects;
  • Relevant professional experience in space technologies (EO, GNSS, SBAS, Telco) or related fields
   
Specific professional experience
  • Among the 12 years of general professional experience, at least 5 years of experience in formulation and/or implementation and/or evaluation of international co-operation programmes in areas related to space/EO systems, data and information services and applications in the fields of Earth Observation, Global navigation, positioning and telecommunications;
  • At least 5 years of experience and good knowledge with developing countries’ contexts;
  • Good knowledge of the EU and of the EU policy and regulatory framework relevant to space/EO and digital transformation;
  • Good knowledge of the EU development cooperation programmes and the work of EU delegations;
  • Experience as an expert involved in the implementation of EU Space programmes such as Copernicus / Galileo / EGNOS;
  • Proven experience as team leader in at least 2 assignments;
  • Experience as expert in international cooperation programmes/projects for assignments/studies related to the subject of this Contract will be considered as an asset;
  • Experience in conducting comprehensive in-country ecosystem assessments, preferably of space ecosystems will be considered as an asset;
  • Professional experience in the design and delivery of training for the public and private sector in areas related to space/EO and digital transformation will be considered as an asset

 

Key Expert 2 Earth Observation/Copernicus systems and data/applications specialist
Duration 290 working days over 720 days
Expert’s category Cat. II (>6 years of experience)
Qualifications
  • A Master’s Degree or equivalent in a relevant field such as space studies with specialisation in EO systems;
  • Good knowledge of the EU and of the EU policy and regulatory framework relevant to space and the digital transformation;
  • Good knowledge of the EU development cooperation programmes and the work of EU delegations
   
Language skills
  • Excellent written and oral communication skills in English language – CERF level C2;
  • Ability to communicate in French will be considered as an asset – CERF level B2 or above
   
General professional experience
  • At least 6 years’ experience in the sector(s) related to the lot;
  • Proven experience related to the design and/or implementation and/or evaluation of programmes and projects in the area of Earth Observation, including space and ground infrastructure, data, information services and applications;
  • Professional experience covering the design and/or implementation and/or evaluation of international cooperation policies, programmes and projects would be an asset;
   
Specific professional experience
  • Among the minimum 6 years of general professional experience, at least 3 years of professional experience in Earth Observation programmes and infrastructure analysis;
  • A good knowledge of the Earth Observation sector in developing countries and the main actors participating in the EO/space ecosystem;
  • Experience as an expert in the implementation of EU’s and ESA EO programmes (e.g. Copernicus);
  • Experience and knowledge of developing countries’ context and challenges will be considered as an asset;
  • Experience in conducting comprehensive in-country assessments of EO ecosystems, including mapping of stakeholders exercise will be considered as an asset;
  • Experience as expert in EU-funded development cooperation programmes and projects, and specifically on assignments/studies related to the subject of this Contract will be considered as an asset;
  • Good understanding of (and ability to understand) innovative solutions and business models which are economically and technically viable to enhance the use of EO technologies and services in developing countries will be considered as an asset;
  • Experience in projects/initiatives involving the use of Copernicus and related programmes (GMES & Africa, etc) will be considered as an asset.

 

Key Expert 3 Global navigation satellite systems (including ground infrastructure) specialist
Duration 70 working days over 720 days
Expert’s category Cat. II (>6 years of experience)
Qualifications
  • Master’s Degree or equivalent in a relevant field
  • such as space studies;
  • Good knowledge of the EU and of the policies and regulatory frameworks relevant to space, global navigation and positioning systems (Galileo, including EGNOS) and digital transformation;
  • Good knowledge of the EU development cooperation programmes and the work of EU delegations will be considered as an asset
   
Language skills
  • Excellent written and oral communication skills in English language – CERF level C2;
  • Ability to communicate in French will be considered as an asset – CERF level B2 or above
   
General professional experience
  • At least 6 years’ experience in the sector(s) related to the lot;
  • Professional experience covering the design and/or implementation and/or evaluation of international cooperation policies, programmes and projects;
  • Experience related to the design and/or implementation and/or evaluation of programmes and projects in the areas of space, global navigation and positioning systems (Galileo / EGNOS) in developing countries and in the areas of interest to the international priorities of the EU.
   
Specific professional experience
  • Among the minimum 6 years of general professional experience, at least 3 years of professional experience in space policies, strategies and regulatory frameworks;
  • A good knowledge of the risks, opportunities, challenges and requirements related to the use of Galileo/EGNOS in different sectors (precision farming, aviation safety, etc.) preferably with reference to the developing countries’ contexts will be considered as an asset;
  • Experience and knowledge of developing countries context and challenges will be considered as an asset;
  • Previous experience in providing technical assistance and advise to governments, preferably in developing countries will be considered as an asset;
  • Experience in conducting comprehensive in-country assessments of the degree of development of GNSS infrastructure and applications in different sectors will be considered as an asset;
  • Experience as expert in EU-funded development cooperation programmes and projects, and specifically on assignments/studies related to the subject of this Contract will be considered as an asset;
  • Experience in the design/implementation/evaluation of policies/programme/projects in the areas of this contract will be considered as an asset.

 

Key Expert 4 Space Policies and regulatory frameworks specialist
Duration 100 working days over 720 days
Expert’s category Cat. II (>6 years of experience)
Qualifications
  • Master’s Degree or equivalent in a relevant field such as law, social sciences, international relations/development, economics or an equivalent discipline;
  • Good knowledge of the EU and international policy and legal/regulatory framework relevant to Space/Earth Observation/GNSS and digital transformation;
  • Good knowledge of the EU development cooperation policy and programmes and the work of EU delegations will be considered as an asset.
   
Language skills
  • Excellent written and oral communication skills in English language – CERF level C2;
  • Ability to communicate in French will be considered as an asset – CERF level B2 or above
   
General professional experience
  • Professional experience covering the design and/or implementation and/or evaluation of international cooperation policies, programmes and projects;
  • Experience related to the design and/or implementation and/or evaluation of programmes and projects in the areas of Space technologies and applications related to one or more aspects of policy and regulation frameworks related EU priorities like the green deal and the digital agenda will be considered as an asset.
   
Specific professional experience
  • Proven professional experience in the fields of space law and regulatory/legal frameworks;
  • Experience and knowledge of developing countries’ context and challenges will be considered as an asset;
  • Previous experience in providing technical assistance and legal advice to governments, preferably in developing countries will be considered as an asset;
  • Experience as expert in EU-funded development cooperation programmes and projects, and specifically on assignments/studies related to the subject of this Contract will be considered as an asset.

 

Key Expert 5 Junior Space specialist
Duration 100 working days over 720 days
Expert’s category Cat. III (>3 years of experience)
Qualifications
  • University degree in international relations / development, Economics, Law or any other related discipline;
  • Specialisation or equivalent professional experience in the areas related to this contract will be considered as an asset.
   
Language skills
  • Excellent written and oral communication skills in English language – CERF level C2;
  • Ability to communicate in French will be considered as an asset – CERF level B2 or above
   
General professional experience
  • At least 3 years’ experience in the sector(s) related to the lot;
  • Relevant professional experience in formulation and/ or implementation and/or evaluation of international cooperation policies, programmes and projects;
  • Relevant professional experience in space data/applications/services or related fields
   
Specific professional experience
  • Among the 3 years of general professional experience, proven experience in formulation and/or implementation and/or evaluation of international co-operation programmes;
  • Proven experience in projects/programmes in the field of space ecosystems/applications/services;
  • Proven experience and good knowledge of developing countries’ contexts;
  • Good knowledge of the EU development cooperation programmes and the work of EU delegations;
  • Experience in events organisation, communication (social media, relations with the press, drafting, etc.);
  • Experience in international cooperation programmes/projects for assignments/studies related to the subject of this Contract will be considered as an asset;
  • Experience in conducting in-country ecosystem assessments, preferably of the space sector will be considered as an asset;
  • Professional experience in the design and delivery of training for the public and private sector will be considered as an asset.
